SB 1951 (Figueroa) Acupuncture Board Changes

June 28, 2002 - SB 1951 passed Assembly Health Committee on June 25, after the author agreed to further amendments. SB 1951 requires a faculty member to replace an acupuncturist on the Acupuncture Board, and will direct the Little Hoover Commission to review the scope of practice, educational standards, licensing exam, and the school approval process. June 28, 2002 - SB 1951 passed Assembly Health Committee on June 25, after the author agreed to further amendments. SB 1951 requires a faculty member to replace an acupuncturist on the Acupuncture Board, and will direct the Little Hoover Commission to review the scope of practice, educational standards, licensing exam, and the school approval process. CAOMA had taken an "oppose unless amended" position on SB 1951.

CAOMA had taken an "oppose unless amended" position on this bill, in part because the bill does not clearly solve any existing issues that the Board is not already working on, and potentially creates a problem by requring one of the acupuncturist members on the Board to be a faculty member. Having academia represent the practicing professional could leave the Board out of touch with reality. There were also concerns about whether the board was expected to delay actions for another two years on education and other licensing issues and standards. The author has taken amendments to the bill that would allow an independent bipartisan commission to review a number of issues, and has stated that the next sunset review would be a limited one. The amendment and clarifications by the author were welcomed by CAOMA, and we are reviewing our position on the bill.
