1999-2000 Legislative Session
Senate Bill 466 (Perata) - Scope of Practice
July 8, 2002 - Vetoed by Governor Davis. SB 466 would have clarified scope of practice language, and added low level (cool) lasers and magnets to the statutory scope of practice. While SB 466, passed both house floors without any "no" votes, the Governor vetoed the bill after being misinformed about a safety issues with cool lasers. (Cool lasers are much like those used in retail scanners and pen pointers.)
Assembly Bill 2764 (Knox) - Herb Sales Tax Exemption
September, 2000 - - Died in the Assembly Appropriations Committee. SB 2764 would have given a partial sales tax exemption to Licensed Acupuncturists for the sale of herbs and dietary supplements that they prescribe in their practices. This would be similar to the tax exemption that chiropractors, medical doctors, and other health care professionals now have.
Assembly Bill 1252 (Wildman) - Industrial Medical Council Representation
September, 1999 - Signed into law by Governor Davis. AB 1252 allowing the Governor to appoint a Licensed Acupuncturist to the Industrial Medical Council (IMC), which oversees Workers Compensation in California. This bill was a duplicate of AB 1185, which had failed. In January, 2000, Governor Gray Davis appointed Dr. Benjamin Yang of San Francisco, as the first Licensed Acupuncturist to sit on the IMC.
Senate Bill 2007 (Speier) - Quality in Health Care Contracts
Died in committee. Would have allowed non-employee independent health care professsionals an exemption to anti-trust laws, similar to those allowed for labor unions, so that health care professionals could organize for the purpose of negotiating contracts with health plans.
