Dear Senator:

You will be asked to vote on SB 1705 soon. I would like to register my support for SB 1705, and request the support of your committee on this important bil.

SB-1705, would provide that California Licensed Acupuncturists, who have completed additional education, as specified and approved by the Industiral Medical Council, and who have taken the IMC exam for Qualified Medical Evaluators in Workers Compensation, would be able to perform disability evaluations, just as other providers are allowed, within our legal scope of practice as specified in Labor Code 3209.3(a). We understand that all current Acupuncturist QMEs would be required to take additional education and retake the exam to continue to participate as QMEs.

The present limitation on Acupuncturist QMEs has caused significant logistical problems and delays for injured workers seeking to obtain their rightful second opinion for closing out their work-related injury claims, in addition to the added costs for a duplicate second opinion by another QME for disability issues. This bill would solve that problem by allowed Acupuncturist QMEs to complete their reviews without getting a third opinion.

Re:  AB 1943 (Chu) - Acupuncturist Education - Support as Amended

Dear Assembly Member Chu:

I support Assembly Bill 1943, because it will require standardized acupuncture and oriental medicine training programs. Too many of our schools are requiring hundred of extra hours of widely varying classes in order to graduate. I am very concerned that they are becoming "diploma mills," instead of preparing students to enter the real world of health care. I want to feel comfortable when I refer a patient to another acupuncturist, knowing that they will receive a similar level of care that they would receive at my office.

Assembly Bill 1943 will:

   Set education standard for licensed acupuncturists to 3,000 hours for students entering after January 1, 2004.
   State Legislative intent to raise education standard for licensed acupuncturists to 4,000 hours by 2010.

Please support this important legislation to help student consumers of education and patient consumer of medical care.
